Notice on Soliciting Member Units for the Computing Interconnect Bus Protocol Standards Working Group (TC28/WG39) of the National Technical Committee on Information Technology (SAC/TC 28)
Event Overview

I. Scope of Solicitation
Units engaged in technology R&D related to computing interconnect bus protocols, upstream/midstream/downstream equipment manufacturing, system integration, and application services, including producers, operators, users, consumers, and public interest entities (educational and research institutions, administrative authorities, testing and certification bodies, social organizations), etc.

II. Eligibility Requirements for Working Group Member Units

  1. Legally registered within China, possessing legal personality, including relevant enterprises, research institutes, higher education institutions, industry organizations, etc., with substantial expertise in research, development, application, and industrialization within the Working Group's scope, and holding significant industry recognition and influence;

  2. Having relevant standardization achievements and a professional standardization team or technical research foundation;

  3. Voluntarily joining the Working Group and acknowledging and complying with its rules and regulations;

  4. Meeting other relevant requirements of the "Management Measures for National Professional Standardization Technical Committees".

III. Rights of Working Group Member Units

  1. Lead or participate in standard projects of the Working Group;

  2. Propose suggestions and opinions on national standard立项 (project initiation), technical review, etc.;

  3. Participate in activities organized by the Working Group such as standard promotion training and technical exchanges;

  4. Have the right to critique, make suggestions, and supervise the Working Group;

  5. Access relevant working documents, technical materials, etc.

IV. Obligations of Working Group Member Units

  1. Abide by the constitution of the National Technical Committee on Information Technology (SAC/TC 28), implement its resolutions, actively participate in its meetings or activities, and complete assigned tasks;

  2. Uphold the legal rights, interests, and honor of SAC/TC 28, protect the research achievements of the Working Group, and not disclose internal matters related to the Working Group to external parties;

  3. Proactively promote, implement, and enforce national and industry standards within the Working Group's scope;

  4. Participate in or complete various tasks related to standard development within the Working Group's domain, actively research major issues in standardization work within the Working Group, and propose suggestions for standardization development or improvement.

V. Application Procedure and Requirements

  1. Applicant units must submit the completed "Member Unit Application Form" (scanned stamped copy) via email to: daiys@cesi.cn.

  2. Applicant units must send a stamped physical copy of the "Member Unit Application Form" and a copy of their business license by mail to: No. 1 Andingmen East Street, Dongcheng District, Beijing (Postal Code: 100007).

  3. The deadline for submitting all materials is April 30, 2026. The Working Group Secretariat will review the submitted materials and determine the eligibility of applicant units for membership.

To align with global trends in the computing industry, promote the规范化 (standardized) and systematic development of computing interconnect technologies, enhance the efficiency of协同 integration (coordinated integration) of computing and storage resources, and foster an open and mutually beneficial computing industry ecosystem, the National Technical Committee on Information Technology (SAC/TC 28) has formally established the Computing Interconnect Bus Protocol Standards Working Group (TC28/WG39, hereinafter referred to as "the Working Group"). The Global Computing Consortium (GCC), as one of the initiating organizations of the Working Group, actively supports its establishment and encourages GCC member companies to participate in its work. The Working Group is now initiating a call for member unit applications from all sectors of society.
